High Quality and Exceptional Value are the two Special Protection Waters stream classifications.
High Quality requires that applicants for discharge permits (including permits issued for post-
construction stormwater control) demonstrate that the discharge will not measurably diminish the
water quality of the receiving waters, unless there are compelling social or economic justifications.
Exceptional Value does not allow a project’s stormwater flows to degrade the receiving waters under
any circumstances.
DEP Public hearings may be requested by stakeholders when a proposed development impacts
Special Protection Waters.
